| 摘 要： | 经济欠发达地区高校贫困生助学工作中存在的问题主要是现有的政策和措施在科学性、整体性、可操作性等方面有所欠缺。通过何种渠道、遵循何种规范对经济困难学生进行资助,如何实现财政投入的最大效益,如何实现资助权益的社会公平是摆在教育主管部门和高等学校面前迫切需要解决的问题。解决这些问题对于促进我国高等教育的改革,提高教育投入的效益是至关重要的。因此,必须进一步完善高等学校学生资助政策,建立一个统一、公平、高效的资助制度体系,使之既能满足我国当前高等教育资助的规范性需要,又具有不断进行内在扩展的能力,以适应我国高等教育改革与发展的长远要求,进而与世界主流教育制度接轨。
