| 摘 要： | 在我国垄断性行业的规制改革中，电信行业首当其冲，其改革具有很大的探索性，对我国今后其它垄断性行业的规制改革也将具有重要的指导意义。本着重分析了我国电信行业的规制与改革，并进一步探索其未来的改革方向。

| Abstract: | Telecom industry will be the first to be affected in the regulatory reform of monopoly industry, which is of great significance and guidance for other monopoly industries. The present paper examines the regulation and reform in telecom industry in China to get a better understanding of dramatic transformation in this industry and point out the way for further reform. |
