| 摘 要： | 新军事变革对我军国防采办制度创新提出了挑战和要求。针对我军国防采办制度与中国特色新军事变革不相适应的问题,借鉴外军国防采办改革的经验和主要做法,运用管理学、系统工程学、国防经济学等理论和研究方法,提出了我军国防采办制度创新的指导思想、目标、原则,具体论证和提出了创新我军国防采办制度的五项对策举措。 |
