| 摘 要： | 制度安排对科技金融发展具有弥补市场机制不足、促进资源与要素有效整合、推进科技企业发展壮大、推动经济跨越式发展等功能。目前我国科技金融发展的保障机制还存在制度系统性差、层级较低、法律不完善等不足之处。科技金融要得以快速、稳定发展,需突破一些不利于创新的政策性和制度性障碍,建立有效的保障机制,如出台《促进科技金融发展条例》、完善风险投资法律制度等。
