| 摘 要： | 以实现保护安全、健康、环保、反欺诈等合法目标为由,世界各国制定了大量的技术性贸易措施,近年来更是呈现快速增长和泛滥的趋势。技术性贸易措施复杂化、国际化、贸易化、政治化的趋势不断增强,一些国家恶意炒作我国产品质量和食品安全问题,把个别问题上升为对中国制造的质疑,成为遏制中国快速崛起的软约束手段。我国已成为遭受国外贸易壁垒最严重的国家之一,其中80%以上的贸易壁垒都与技术性贸易措施有关,对我国产品出口和国家利益造成了严重影响。要善于利用协定赋予WTO成员的各项权利,用活规则,用足规则,通过多双边渠道加强对外交涉,合理采取反制措施,必要时通过WTO争端解决机制维护我国利益。加强对出口企业和商(协)会应对国外技术壁垒的服务与指导,逐步形成政府主管部门与协会(商会)和企业协调行动、共同应对国外技术壁垒的联动机制。
