| 摘 要： | 海洋世纪需要科技支撑,浙江海洋经济发展带建设必须不断提升海洋科技支撑力。本文系统梳理了国内外界定科技支撑力的方式,运用公共管理的逻辑和视角科学界定了海洋科技支撑力理念;在综合运用统计学、经济学、管理学的各种方法与理论基础上构建了海洋科技支撑力的评价指标体系,并对浙江省的海洋科技支撑力进行了综合评价及比较分析,为准确认识浙江海洋科技支撑力状况提供了一个有效视角;运用回归方法对今后20年全国、长三角和浙江海洋专业技术人才需求进行了预测,并提出了相关的政策建议。 |
