| 摘 要： | 分析了目前我国企业人力资源管理上存在的问题，进而提出了构建企业人力资源管理框架应注意的几个方面：在企业战略分析的基础上构建人力资源整体规划；在价值链分析的基础上构建人力资源沟通、激励和约束机制，以学习型组织为诉求构建人力资源价值。
