| 摘 要： | 1949年9月19日,董其武率领近十万驻绥远的国民党军队通电起义,宣布加入中国人民解放军行列。但由于起义部队是原封不动,所以保留了大量旧军队风气。要使起义部队成为一支真正的解放军队伍,必须对它进行思想改造。但是,根据中共中央的精神和指示,派到部队中开展政治思想工作的人民解放军政工干部又不能太多。在困难重重之下,政治干部们不畏艰险,经过艰辛的努力,终于把起义队伍彻底改编成了一支合格的中国人民解放军队伍,同时也证明了毛泽东“绥远方式”的伟大胜利,并总结出大量宝贵的经验教训。

| Abstract: | On Sept.19,1949,10,000 Kuomintang soldiers stationed in Suiyuan led by Dong Qiwu declared their uprising by telegram,and joined the PLA.However,there remained quite a lot of old army's general mood because of the army remaining untouched.Therefore,the Chinese Communist Party Central Committee decided to send a few political army officers to the mutinous troop,and reorganized the troop into a completely qualified PLA.And quite a lot of precious experience is summed up. |
