| 摘 要： | ＂各民族享有平等权利与自决权之原则＂是国际法的基本原则。国际法不断赋予其新的内容。民族自决权包括两大内容：对外的自决权,即：对于殖民地和遭受外来侵略的人民而言,有权利摆脱殖民统治,建立或恢复独立的主权国家;对内的自决权,即：在独立之后,自由决定其政治地位,自由谋求其经济、社会、文化的发展,自由地处置其天然财富与资源。但非闭门锁国。根据国际公约,一个主权民族国家内的少数民族不享有民族自决权而只享有民族自治权。

| Abstract: | It is the basic international law that ＂ all ethnic groups enjoy equal rights and principles of the right to self-determination＂ in which new contents have been added. People＇s self-determination includes two contents：foreign affaires, namely, for those who are under colo- nial control, they have the right of casting off the colonial persecution, and domestic affairs, namely, after the independence, they have the fight of deciding their way of development in terms of politics, economy,society and culture,including the freedom of dealing with their natu- ral ~esource. It is not a turning inward policy. According to the international convention, the minority ethnic groups in a sovereign nation do not have the people＇s right of self-determination but enjoy the right of national autonomy. |
