| 摘 要： | 全球化向传统国家主权提出了挑战,很多学者、专家围绕全球化背景下的国家主权展开了激烈的争论。笔者也就这一热点问题谈三点认识:一、全球化与国家主权的发展方向具有一致性,全球化与主权并不矛盾;二、全球化下的主权国家作用并没有削弱,国家具有灵活的适应能力;三、全球化背景下,国家主权的让渡是建立在自愿、对等基础上的。
