摘    要:城镇土地级别的形成是城镇长期发展的结果,具有相对稳定性,同时,随着城镇的发展和各种因素的变化,土地级别也会发生相应的变化,因此,城镇土地级别需进行经常性的调整。但传统的土地定级方法工作量大,对大多数城镇来说因人力、物力、财力限制而难以采纳。实际上,城镇土地级别的变化主要是构成土地级别中的某些地块的变化,通过地块的变化测度从而可以调整土地级别。文章分析了基于地块变化与地价验证的土地级别更新原理,提出了地块变化对比与地价验证的土地级别更新方法,即在原有的土地级别基础上,通过划分地块并对地块条件进行对比,从而判断地块级别的变化,初步确定土地级别,通过地价验证进一步从微观上确定土地级别界线。文章以土地市场发育不太完善的广西县级城市——桂平市为例进行了实证研究。经验证,调整后各级别的样点数都占到调整前原样点数的85%以上,说明利用地块变化对比划分的初步级别基本合理,并经样点地价验证微调土地级别界线后划分的土地级别更趋合理。

Abstract:Land grading is the result of the urban development and with its relative stability. The land grading can also change with the time and urban development and the change of various affecting factors. Therefore, the land grading in urban areas should be regularly adjusted. But the traditional method is labor consuming one and it is difficult to apply for many cases because of the limited manpower, the material resources and the financial resources. This paper analyzed the principle of land grading based on the land plot change and land price verification, and proposed the remedied method for land grading. On the basis of original grading the land plot was re-graded through comparison of land plots and verification of land price. This paper takes Guiping city as an example, where the land market is not mature, to confirm the remedied method. The result showed that the numbers of adjusted samples in every land grading occupied about 85 percent of the numbers of samples before adjusting by verification. It indicated that the preliminary land grading based on the comparison of land plot change is reasonable, and the land grading after slightly adjusting by sample of land price is further reasonable.
