摘    要:通过对《中小学图书馆(室)规程》2003版与2018版比较分析,文章列举了新旧《规程》的相同点以及变化较多的条款,并对这些条款进行逐一的比较,同时分析了《规程》变化的原因以及现实中的不足。在对新旧《规程》的分析与解读的基础上,文章梳理了《规程》十五年后的新使命及愿景,总结了中小学图书馆(室)未来发展的方向与趋势:全面开放、以人为本等理念将全面激活我国中小学图书馆;馆藏资源建设呈现合理化、数字化、多样化趋势,馆藏质量评估将逐步加强;信息技术将不断升级图书馆阅读空间与服务,嵌入教育教学服务将成为服务创新点;馆际合作呈现规模化、标准化趋势,将形成具有长效运作机制的合作模式。

Abstract:By comparing the Regulation of the Primary and Secondary School Library(2003 Edition)and Regulation of the Primary and Secondary School Library(2018 Edition),this paper illustrates and compares similarities and differences in these two books,as well as analyzing reasons for adaption and demonstrating flaws.Based on the analysis and understanding of the two editions,the paper intends to predict and identify the new missions and vision of Regulation,and conclude that the future development and trend of both primary and secondary school libraries as follows:to invigorate primary and secondary school libraries with people-oriented principles;to justify,digitalize,and multiply all library resources;to update reading room and service with modern technology and conduct imbedded teaching service as core innovation;and to regulate and standardize inter-library cooperation,making it a lasting and efficient cooperative mode.
