| 摘 要： | 高校科技创新体系是国家创新体系的子系统,肩负着国家创新体系三大功能之一的知识创新功能。为了坚持并完善高校在国家创新体系中知识创新的主体地位,实现国家创新体系的整体目标,必须对现有国家创新体系以及高校科技创新体系进行系统的、配套的、循序渐进的改革。
