| 摘 要： | 根据河南省科技发展过程中的经验和教训,在新的发展时期,必须坚持"科教兴省"的战略思想,努力发展高新技术。在高新技术领域,必须坚持"有所为有所不为"的原则,加大重点投入,力争在某几个领域实现重大突破,培养出我省经济新的增长点。通过自主创新保持原有的竞争优势,培育新的竞争优势,保证我省在成为经济大省的同时成为科技大省。

| Abstract: | Based on the experience and lessons gained from the development of science and technology in Henan province,the strategy of science and education encouraging a province must be insisted in recent time.New and high-tech must be developed.According to the situation in Henan province,the principle of to do and not to do must be insisted in the field of new and high-tech,and key investment must be enlarged so that outbreak in some fields can be achieved and new economic growth point can be cultivated.The original competitive advantage can be maintained and the new competitive advantage can be cultivated through the independent innovation,so that Henan province is guaranteed to become a big economical province and a big technical province. |
