| 摘 要： | 在影响城市规划的行政、经济和社会因素中,社会因素应该起主导作用,城市规划要更多地反映社会和民众的呼声,而不应成为行政和金钱的奴隶。要像经营企业一样来经营一个城市,创造独具地方特色风貌的城市,塑造闻名城市的形象,提高全民的城市规划素质。
