摘    要:长期以来,我国将学校视为教育行政部门的一个机构,从对校长、教师的选聘到考核进行较多的行政干预,不仅降低了教师队伍的职业化和专业化水平,而且也制约了现代学校制度的建设。现代学校制度建设迫切需要通过排除他律性因素干扰即去行政化来理顺外部制度环境,通过加强学校内部治理结构探索建立符合学校特点的管理制度和配套政策,以及通过促进学校管理民主化进程来保障教育的公共性。

The Educational De-administration and the Modern School System Construction:Taking the Situation of Administration in Personal Administration of Middle and Primary School Teachers and Countermeasures of De-administration for Example

Abstract:In a long period,our country has regarded schools as the institutions of education administration,from principals,teacher hiring to the assessment of excessive administrative intervention,not only reducing the vocational and professional level of teaching staff,but also restricting the actual process of building a modern school system.The building of a modern school system is an urgent need to exclude the heteronomy factors interfering,that is,to rationalize the external institutional environment through the de-administration,to explore the establishment of a management system and supporting policies with school characteristics by strengthening the schools’ internal governance structure,as well as to protect the public education by promoting the process of democratization of school management.
