| Abstract: | Information resources development and utilization is the core of national informatization construction.This paper,proceeding from the basic theory,analyzes the basis and conditions of information to become resources,and the definitions of information resources and information resources development and utilization.Meanwhile,the functions,values and classification systems of information resources,the relationship among information resources development and utilization,and its holistic frame are also discussed. |
