| 摘 要： | 文章主要对清朝新疆哈密所实行的札萨克旗制进行分析,讨论它所实行的具体内容,以及清廷对其管理的措施,并同蒙、元以来的土司制度进行比较,从而得出哈密的札萨克制是具有土司性质的盟旗制,是一种广义上的土司制度的结论.

| Abstract: | This text is mainly analyzing the Zhasake system which was put into Hami of Xinjiang in Qing Dynasty,discussed its particular content and the managing measure of Qing Dynasty, comparing with the Tusi system which was put into from Yuan Dynasty,and then obtain the conclusion that the Zhasake system in Hami is a league and administrative division system which posses the character of Tusi system,is a kind of Tusi system in broad sense. |
