| 摘 要： | 专利信息是知识产权事业的一个重要组成部分,具有在建设创新型国家(主要通过企业这一国家创新主体)的发展中所起到的重要推动作用。其作用的实现离不开有效地利用专利信息。有效地利用专利信息既有利于企业充分掌握技术信息,也有利于揭示企业专利产品和专利发明人、指导进出口贸易、揭示研发情况,如研发项目、缩短研发进程、避免或减少研发重复,还有利于维护企业的合法权益。本文还提出了利用专利信息的有效解决办法。针对其作用并结合国情,作者提出了独到的全新见解:知识产权对在建设创新型国家中所起的推动作用,与能源资源和文献信息一样,具有同等重要地位,是建设创新型国家的三大支柱之一。

| Abstract: | Patent information is one of the important components of the cause of intellectual property rights. It has played an important role in building an innovation - oriented country （mainly through the national innovation enterprise）. The effective use of patent information will help enterprises with taking full advantage of technical information, revealing the proprietary products business and patent inventors, guiding the import and export trade, revealing the research and development, such as R ＆ D projects, to shorten the development process and avoid or reduce duplication of research and development, as well as safeguarding the legitimate rights and interests of enterprises. This paper has also provided an effective solution to making full use of patent infomation. Based on the national conditions, the authors suggest that the role of intellectual proporty rights in the construction of an innovative country should be as important as that of the energy resources and information because the intellectual property rights, the energy resources and information are regarded as the three pillars of building an innovation - oriented country. |
