| 摘 要： | 本文在对大数据环境下图书馆用户个人信息泄露原因和传统保护措施局限性进行分析的基础上,提出有效保护与充分使用并重等大数据环境下图书馆用户个人信息保护的3项原则,构建了由事前预防、事中控制、事后问责和立法规制等4个模块组成的图书馆用户个人信息保护框架,指出国家立法和行业树规相结合构建用户个人信息保护的法规基础等大数据环境下图书馆用户个人信息保护的5条路径。

| Abstract: | Based on the analysis of the reasons for the leakage of personal information of library users and the limitations of traditional protection measures under the big data environment,this article proposes three principles for the personal information protection of library users under the big data environment.And this article builds a framework for the personal information protection of library users consisting of four modules:pre-prevention,in-process control,accountability afterwards and legislative and regulatory control.Five paths for the personal information protection of library users under the big data environment are pointed out:combining national legislation and industry regulations to build the regulatory basis of personal information protection of users,and so on. |
