| 摘 要： | 本文介绍了作为技术革新和技术革命运动典范的土超声波化运动从北京、上海兴起,在全国范围内推广的详细过程,分析了基层技术人员、科学技术专家和高层领导在该运动中所起的作用。笔者认为,导致这个荒诞运动的,不仅是基层技术人员的粗疏、一些领导人的失察、一些政策的失误,更多的是因为当时的体制严重缺乏纠错功能。

| Abstract: | This article described the detailed process of Ultrasound Campaign which raised up from Beijing and Shanghai, then been promoted nationwide very quickly. It analyzed the roles of basic technical staffs, senior party and government leaders and scientific and technical experts in the campaign, concluded that what led to this absurd campaign, was not primarily a sloppiness or fraud of a technical staff, an oversight or ignorance of a leader in a certain agency, or a mistake of a policy, but was highly centralized, banning opposition, neither science, nor democratic political system . |
