| 摘 要： | 县级政府能力是指拥有一定社会公共权力的县级政府，带领广大县域群众在履行政府职能、实施各种政策和运用各种方法手段发展县域经济、推动社会发展、建设社会主义和谐社会中所具有的能量和能力总和。解读县级政府能力，提出县级政府能力建设的任务、目标和原则。

| Abstract: | County government capacity refers to certain social public rights possessed by the county goverment, to lead the majority of county-level people in the performance of government functions, the implementation of various policies, using various methods and means to serve the development of county economy, and promote social development, to achieve a harmonious socialist society goals with the sum of the energy and ability. Through the county government＇ s ability to interpret the concept, this paper put forward the county-level government capacity-building tasks, goals and principles. |
