中小学校长人才资源向人才资本转化的实证研究

摘    要:本文应用自编“中小学校长人才素质”问卷,对中小学校长价值实现进行实证研究。使校长从一种人才资源转化为人才资本,正成为西部地区各级政府急待解决的一个重大战略问题。校长人才资本化是一个长期的冀空资本开发的过程。本文认为,校长人才资本载体的配置方式:是行政配置,还是推行任职资格制度、实行公开选聘,是区别校长人才资源和人才资本的主要特征。要加大培训力度;科学管理,调动校长工作的积极性;实施中小学校长任职资格制度,变中小学校长行政配置为实行公开选聘。

Abstract:The article researches on the value realization of the primary, anti middle school headmasters by using their .self - made questionares for the human resource quality of the primary and middle school headmasters. To transform the headmasters from human resource into human capital is becoming one of the most important stragctic problems urgent for the governments of the west part of China. The human capitalization of headmasters is a lomg term process of intellegence capital development. We should strengthen training and scientitle management, mobilize working enthusiasm of the headmasters, execme the qualification system for the post of primary and middle school headmasters, and finally change the way of offical appointment to pablic election for the post of primary and middle school headmasters.
