| Abstract: | Strengthening the CPC's ruling capacity is a great task which was put forward in the 4~ th Plenary Session of the 16~ th National Party Congress. Building of systems has not only fundamental and long-range significance to the building of the ruling party but also is basic guarantee of improving the ruling capacity of the Party. So reforming and perfecting the Party's leading structure and work mechanism is necessary. |
