| 摘 要： | 针对公共部门信息增值利用的市场化模式之一--用者付费制度的适用性问题,探讨其在我国适用的相关实践基础以及相关制度的建设问题,认为我国公共部门信息增值利用可以采用用者付费制度,但同时必须基于收费目的对公共部门信息进行分类,明确收费范围,并形成多样化的收费定价模式。

| Abstract: | This paper discusses the applicability of user-fee system which is one of the market models of the value-added reuse of public sector information, and analyzes its practical base and the institution building in EU as well as America. It points out that this system is applicable in China. Meanwhile, it is necessary to classify the public sector information based on charge purpose and clear charge range, in order to form diverse pricing model. |
