| 摘 要： | 政府科研机构曾是各国科研活动的主导力量,但随着大学研发力量的崛起,政府科研机构的相对地位日渐式微,引发社会关切.本文通过对政府科研机构组织特性和功能作用的分析,以及对近年来各国政府科研机构改革实践的探讨,认为在科研组织体系完备的国家,政府科研机构不会衰亡,不会被取代,它们会通过变革继续存在和发展下去.
