| 摘 要： | 公共文化服务的基本特征，决定了公共文化服务绝不是任何私人组织的盈利活动，而是一项关乎全民共同利益的公共事业。这样的公共事业不可能由任何私人组织来提供，必须由国家政府来举办。当前，在全面实现小康社会的伟大进程中，构建公共文化服务体系，国家政府具有义不容辞和不可推卸的重要责任。

| Abstract: | The basic characteristics of public cultural service defines that public cultural service is not any profit private organization, but one public utility rehtes to the common interests. It can not be provided by any private organizations, but by the national government to organize only. Currently, state government has an unshirkable and important to build public cultural service system in the process of full realization of a well-off society. |
