| 摘 要： | 全国人大政协两会有人提出了削减大学学费,因为贫困学生付不起钱上大学,这个提议不太有道理。我国大学比起外国大学仍非常落后。由于资金匮乏,大学的人才流失严重。学费是支撑大学的重要资源之一,解决贫困生读书问题主要是靠发展经济和其它的很多办法。大学的发展直接影响经济的发展,削减大学学费,只能使社会发展进入恶性循环。

| Abstract: | Cutting down the tuition fees in universities is appealed in China's 2006 Two Annual Sessions(National People's Congress & National Committee of CPPCC) for the sake of those poor students who cannot afford the fees,but this assertion is not so reasonable.It ignores the very critical situation for the overwhelming majority of universities in China,which are still lagging behind in the race with the world's leading universities.China's universities are very much in need of money no less than any other Chinese organizations and institutions.Facing the challenges,such as brain drain,posed by universities abroad,China's universities should need more money rather than cut down their tuition.This thesis aims to present a contrast between Chinese universities and American universities as well as the challenges and threats specifically posed by universities in the USA to universities in China,in order to substantiate that it is impractical to solve the problem of many poor children,who lack money to go to universities,merely by unilaterally cutting tuition fees,thereby constraining the revenues of universities,because universities need money to develop so as to serve as the most powerful intellectual dynamo supporting the entire national economy.The problem of those poor children can be fundamentally solved by many ways other than reducing universities' tuition fees. |
