| 摘 要： | 通过对我国高新技术产业政策进行量化分析,揭示我国高新技术产业政策的演进特征及当前存在的问题。以我国1986—2015年间的 197条高新技术产业政策为研究样本,从政策效力、政策目标和政策工具3个维度,对高新技术产业政策进行细化,继而从高新技术产业政策的颁布数量和效力角度,对我国高新技术产业政策进行了分析。研究发现：我国高新技术产业政策的效力普遍不足,尤其是高新技术政策和创新政策；政策目标体系中的政策,在数量上基本均衡,但对一些更有利于高新技术创新的政策,却重视不足；政策工具缺乏协调性,需求政策不仅数量不足,效力也较低。

The Evolution Characteristics and Problems of Science and Technology Policy in China: Based on the three policy dimensions of Effectiveness, Objectives and Instruments |

| Abstract: | The purpose of this article is to discuss the evolution characteristics and problems of S T policy in China. The paper sets the standards to analyze policies in three dimensions (i.e. effectiveness, objectives and instruments). On the basis of the standards, the paper carries out a statistical analysis of the policies from 1986 to 2015 and evaluates the S T policy from the perspective of numbers and effectiveness. The paper argues that the government shouldSimprove the policy effectiveness,Sespecially technology policy and innovation policy; in the policy objective system, there is a balance in numbers, but insufficient attention to some policy that is more conducive to technological innovation; in the policy instrument system, there is a lack of coordination and demand policy is inferior on numbers and effectiveness. |
