摘    要:科技创新是实现农业供给侧结构性改革的重要前提。首先分析农业供给侧结构性改革的内涵和理论基础;其次总结当前我国推进农业供给侧结构性改革面临的诸多问题,论述通过科技创新实现农业供给侧结构性改革的主要途径:提品质和调结构引领三产融合、发展适度规模经营、补齐农业绿色可持续发展的短板等;最后提出在供给侧结构性改革的背景下构建现代农业科技创新体系,要发展以生态安全与资源节约为目标的现代生产技术、以规模化和机械化为特征的现代装备技术、以粮食营养安全与资源集约利用为目标的现代加工技术、以"互联网+"为基础的现代农产品流通技术及以高产高效为目标的现代生物工程技术。

The Study on Innovation System of Agricultural Science and Technology Based on Structural Reform of Supply Side
Abstract:Scientific and technological innovation is an important prerequisite for the structural reform of agricultural supply side. This paper first analyzes the connotation and theoretical basis of the structural reform for agricultural supply side, then summarizes the current problems in China''s agricultural supply side reform and discusses the main ways to realize the structural reform through scientific and technological innovation: quality improvement and structural adjustment could lead the Industrial integration and develop the appropriate scale of operation,which may fill the short-board in sustainable development of green agriculture. Finally, it puts forward to develop the modern production technology for ecological security and resource conservation, modern equipment technology for large-scale and mechanization, modern processing technology for food security and resource intensive utilization, modern circulation technology based on "Internet +" and modern bio-engineering technology for high production efficiency in the context of the structural reform of the supply side.
