| 摘 要： | 实施学分制教学管理,是高等教育人才培养适应社会及其经济发展的必然。完全学分制教学管理下,高等教育学籍管理在学生休复学、转专业、专升本等方面遇到了新的问题,管理工作有时也过于集中。改革高等教育学籍管理的构思为：对复学学生应当按学生入学年级管理;对转专业学生已取得学分的课程应先认定后审批;为专升本学生专门制定培养方案;推行学院管理、教务处审核的二级管理模式。
