Difficulties and Solutions of Government-Enterprise Cooperation in The Construction of Digital Government |

| Abstract: | The digital government has created new opportunities for the modernization of government governance in China.It is a new challenge for further clarifying the relationship between the government and the market, and improve the effective of various entities such as enterprises. The cooperation between government and enterprise has gradually become the mainstream preferred choice for the digital government in China. Data elements drive new changes in government governance and enterprise operations. The aspects of government-enterprise-cooperation have changed, involving governance subjects, cooperation methods, operational mechanisms, and technical support. Based on the analysis of the mechanism of data elements driving government-enterprise-cooperation, taking enterprises, especially information technology enterprises as a "sample", we propose a new path to optimize government-enterprise-cooperation, which focus on participants, collaboration methods, working mechanisms, and support guarantees. This will be a dual exploration of the theory and practice of solving the "big problem" of digital government through a "small incision" in the mechanism of government-enterprise-cooperation. |
