| 摘 要： | 在罗马共和国时期,公民大会是主要立法机构。在罗马帝国建立后,公民大会立法权日趋衰落,到公元2世纪初彻底停滞。在帝国初期,元老院成为主要立法机构。在弗拉维王朝时期,元首在国家立法活动中的影响日益增加。公元2世纪二三十年代之后,在罗马帝国法律来源中,元老院决议明显减少,元首敕令逐渐成为主要来源,元首和元老院在立法权上实现了角色的转变。
