| Abstract: | This paper argues that the network education by traditional institutions of higher learning will by no means replace RTVU. However, it has to establish the distinguishing feature of its own, to perfect its system of quality guarantee and accordingly to establish a new open university at the best of times if it wants to keep its sustainable development. |
