国外高等教育质量标准的类型、趋势及启示

摘    要:以质量标准规范引领高等教育发展既是国际高等教育发展的趋势,也是目前我国高等教育发展的重要抓手。厘清高等教育质量标准的类型特征,把握其发展特点与趋势,对于构建我国高等教育质量标准具有重要的指导价值。通过对国外成熟且有影响力的高等教育质量标准进行理论分析和实践考察,可以将其归纳为四种主要类型:基于条件的质量标准、基于绩效的质量标准、基于学术资历框架的质量标准和基于学生学业成就的质量标准,进而得出未来国际高等教育质量标准发展的趋势特征,包括标准的制定主体从单一到多元、标准的价值取向从合格到增值、标准的制定方法从量化到质化、标准的功能从鉴定到促进发展。据此,对我国高等教育质量标准的启示在于,需要厘清高等教育质量标准的意义与价值,明确高等教育质量标准的定位与类型,确定高等教育质量标准的主体与机构等。

Abstract:To clarify the types and characteristics of higher education quality standards and grasp their development characteristics and trends is of great guiding value for the construction of higher education quality standards in China. Based on the theoretical analysis and practical investigation of foreign mature and influential quality standards of higher education, it can be classified into four main types: condition-based standards, performance-based standards, "Qualification Frame work"-based standards and learning outcomes-based standards. By that analysis, the quality standards trends of the development of international quality standards include the following: shift from single standard makers to multiple standard makers, the value orientation shift from qualification to value addition, the content from "input" to "output", the methods from quantitative to qualitative, the functions from identification to development. Therefore the enlightenment is that we need to correctly understand the significance of the quality standard of higher education, make clear the positioning and types, and determine the subject and organization of higher education quality standard.
