摘    要:自21世纪以来,我国绝大多数高校在教师教学方面实现了不同形式的360度绩效评价,但是效果并不佳。问题主要在于评价主体的外行化及其与被评价者的合谋、评价指标没有突出教学内容的重要性、忽视教师教学的绩效改进,其原因在于"水土不服"的评价环境、教学与科研的割裂、教学内容与人才培养目的的割裂和管理人员的懒政,其解决之道在于营造有利的评价环境、教学评价与科研评价相结合、教学评价与长期人才质量评价相结合、规范评价过程。

Abstract:Different forms of all-dimensional performance evaluation has been applied to teaching in universities since the 21st century,but it doesn't work well.The problems are unprofessional appraisers,their conspiracy with the assessee,the underrated con・tent of courses and the neglected performance improvements in teaching.The reasons are that the appraising environment isn't suitable to all-dimensional performance evaluation,that the teaching in universities is separated from the scientific research,that the teaching content breaks away from the goal of personnel training and that administrative staffs are lazy.The measures to the problems are to shape the appraising environment,combine the teaching evaluation with scientific research appraisement and the teaching content appraisement with personnel quality evaluation,and normalize evaluation process.
