| 摘 要： | 《暂行报律》事件是民初报界抵制报律的代表性事件,它集中体现了报界反对报律的普遍要求。在表面上来看,此次事件似乎是《暂行报律》立法程序上存在的漏洞所导致的。但是,如果结合当时的政局变化和报界精英新闻法制、自由观念的发展,就会发现还存在着非常重要的深层原因:绝对的新闻自由观和政党斗争的因素。
