| 摘 要： | 从船舶交通管理系统(Vessel Traffic Service,VTS)和船舶自动识别系统(Automatic Identifi-cation System,AIS)的组成、作用、特点以及国内外的相关法规等方面,阐述AIS与VTS的关系,提出采取正确输入船名,船舶呼号,海上移动识别码(Maritime Mobile Service Indentify,MMSI),IMO号码,船舶类型和航行状态,目的港,预计抵达的日期、时间,船舶长度、宽度和吃水,保持AIS设备正常工作,正确使用短消息等措施和方法,解决VTS正常监视安装AIS设备的船舶所遇到的问题,使AIS设备成为一种增强对现场监督管理工作的预防性、针对性、有效性和威慑力的有力补充,从而为船舶提供更科学的信息服务,更大程度地提高VTS的效率和管理能力,使航运更安全、海洋更清洁.

| Abstract: | The relationship between Vessel Traffic Service(VTS) and Automatic Identification System(AIS) is analyzed from the aspects of the components,functions,characteristics of VTS and AIS,relevant laws and regulations domestic and abroad.Then,the measurements and methods are proposed to keep VTS monitoring vessels equipped with AIS in solving various kinds of problems,including correctly inputting vessel names,vessel call signs,maritime mobile service identifications,IMO codes,type of ships and navigation status,destination harbors,Estimated Time of Arrival(ETA),Length OverAll(LOA),vessel breadth and draft,the correct way of using short messages to keep the AIS equipment in normal state.The AIS equipment is considered as a powerful supplement to improve the local monitoring and management tasks,and the efficiency and management of VTS are improved as well.It also makes shapping safer and ocean cleaner. |
