| 摘 要： | 对技术创新给予一定补贴以引导企业研发投入,是创新型国家较为常见的政策。当有技术外部性存在的时候,企业研发投入不仅会提高自身的创新能力,也通过溢出提高了竞争对手的创新能力。该文讨论在技术外部性背景下,按照产品产出数量和按照研发投入实施的两种不同补贴形式,对企业创新投入的影响问题。得到的主要结论是,按照研发投入的补贴在效果上总体优于按照产出数量的补贴,但是与企业吸收知识能力强化,以及政府实施的是单边补贴还是双边补贴有关。

| Abstract: | It is common in innovative countries to subsidize technology innovation activities in order to encourage private R&D.However,with technology externality existence,the R&D of private enterprises will not only raise the innovation capacity of themselves,but also raise the innovation capacity of their competitors.The paper studies the difference effects of two forms of subsidies with technology externality existence,and finds that subsidies in accordance with R&D are better than subsidies in accordance with productivity.However the conclusion will change with the strength of knowledge absorption capacity and subsidy coverage. |
