| 摘 要： | 本文对判断生育水平高低的重要概念-更替水平进行详细的分析，对低生育水平的内涵进行界定，并结合我省实际，从不同角度对“稳定”低生育水平进行认识与思考，这将对提高认识，发挥理论对实践的指导具有现实意义。

| Abstract: | In this paper,after having first illustrated the important demographic concept--Below Replacement level Fertility and redefined the concept,the author argued that,Replacement Level Fertility should not be considered as stable,but change-able.Also,he emphasized the importance of the perceptions of this concept in the field practices in the background of our provincial ground realities. |
