| 摘 要： | 改革开放以来,我国的非营利组织在有利的国际国内环境中得到了前所未有的发展,非营利组织在公共服务和公共物品的供给中扮演了十分重要的角色。规范的非营利组织必须要具备自主性的特征,它的自主性对我国政府职能转变、非营利组织的自身发展以及我国公民社会的成长都有积极的促进作用。我国的非营利组织缺乏自主性有其独特的背景和根源,该文对此进行了细致的分析并提出了相应的解决途径,主要从观念的转变、政府与非营利组织关系的重新界定、提高非营利组织自身能力以及完善相关法制入手,保持独立自主的特性,对目前及未来我国非营利组织的发展都至关重要。

| Abstract: | Since the ＂reforming and opening up＂, China＇s non-profit organization has been developing unprecedently in the favorable international and domestic environment, which plays a very important role in public services and the supply of public goods. A standard non-profit organization must have the characteristics of autonomy, its autonomy has a positive role on the transformation of government functions, the non-profit organizations＇ own development and the growth of civil society in China. China＇s non-profit organizations＇ lack of autonomy have their own unique background and causes, this article conducts a detailed analysis and the corresponding solutions, mainly from changing the conception, redefining the relation between the government and the non-profit organizations, raise NPOs＇ own capacity and improve the relevant legal system. Maintaining an independent identity is essential to the current and future development of China＇s non-profit organizations. |
