| 摘 要： | 标准化管理体制的设计对于完善标准体系，优化标准供给结构，创新标准化工作机制具有重要意义。本文将标准化管理体制分为市场主导型的标准化管理体制、偏市场主导型的标准化管理体制、偏政府主导型的标准化管理体制和政府主导型的标准化管理体制四类，并从标准化组织和标准体系的角度对各类标准化管理体制进行比较分析和特点总结。研究发现，在不同的标准化管理体制下，企业、社会团体和政府之间的权力相互调配，分别扮演着标准制定者、标准采用者、标准合作者、标准协调者等多元化的角色，且标准体系也呈集中性、分散性等不同特点。研究对于明确国内外标准化管理体制的发展状况和特征、为我国标准化政策的制定提供方向具有重要意义。

A Comparative Study of the Standardization Management System at Home and Abroad |

| Abstract: | The design of standardization management system is of great significance for perfecting the standard system, optimizing the standard supply structure and innovating the standardization work mechanism. In this paper, the standardization management system is divided into four categories: the market-led standardization management system, the market-oriented standardization management system, the government-oriented standardization management system and the government-led standardization management system. And makes a comparative analysis and characteristics summary of all kinds of standardization management systems from the point of view of standardization organization and standard system.It is found that under different standardization management systems, the power between the enterprise, the social group and the government is mixed with each other, acting as standard makers, standard adopters, standard partners, standard coordinator and other diversified roles. And the standard system also presents different characteristics such as concentration and dispersion. It is of great significance to study the development status and characteristics of the standardized management system at home and abroad. and the standard system is also centralized, And the dispersity and the like are different. It is of great significance to clarify the development and characteristics of standardization management system at home and abroad and to provide the direction for the formulation of standardization policy in China. |
