| 摘 要： | 目前城市、农村教育资源的分配不公，使得一部分贫困地区的孩子失去了平等受教育的权利；职业教育投资不足导致劳动者素质低、缺乏竞争力，高昂的教育成本和地区发展不均衡……，这些问题不同程度的阻碍和制约了我国人力资本的形成，严重影响经济社会的可持续发展。要解决人力资本投资中存在的问题．如何把我国从一个人口资源大国转变为一个人力资本强国，需要关注人力资本的投资。

| Abstract: | The allotment of the education resources in city poor regions lose their right to receive education equally ; the quality low, the competitiveness weak; the education cost high and country is unjust currently and thus makes the kids of the shortage of occupation education investment makes the worker and the region development unbalanced ..., all these problems hinder the formation of manpower capital and the sustainable development of our economic society to some extent. In order to solve all the problems, we should pay attention to manpower capital investment and change our country from one with abundant human resources into one with powerful manpower capital. |
