| 摘 要： | 中国行政法（学）理论基础问题涉及中国行政法（学）发展的方向。上世纪90年代以来，国内学对此展开了热烈的讨论。其中，平衡论和政府法治论最有影响，本对这场讨论进行了反思，并提出了今后继续深入讨论的思路。

| Abstract: | Research on China Administrative Law theoretical bases determines the orientation of the China Administrative Law development. From 1990s Chinese jurists have a heated discussion on it and among different theories, the balance theory and the Governing by law theory are the most influential two. This article has a retrospective review on those discussion and poses a thought on how to make the discussion more deeply and thoroughly. |
