| 摘 要： | 近年来，中国公民开始利用宪法赋予的参与社会管理的权利，通过各种途径和形式直接参与立法．表达利益诉求，从而提高了立法的民主性、公正性。但同时也暴露出我国现行立法体制在公众参与立法方面，还不能完全适应现实需要的一些问题。因此，必须加快建立公民直接参与立法和表达利益诉求的新机制。
