| 摘 要： | 智慧政务是电子政务发展的高级形态,是信息化和智能化的深度融合.智慧政务建设对职能部门的运行机制和其职能的转变具有重要的意义.当前我国政务部门存在职能错位、政务关系条块分割、缺乏服务理念、机构人员臃肿等现象,这已经成为政府和社会转型中无法忽视的问题.建议政务部门应尽快从电子政务向智慧政务的服务方式转变,将大数据、互联网与政务职能相结合,构建完善客观的政务评价体系,优化政府职能,建设创新型和智慧型政府.

Problems in the Development of Smart Government in China and Their Solutions |

| Abstract: | Smart government is the top pattern of e-government development, it deeply merges information and intelligence. Building smart government is very important to the personnel running and the government role changing. Now, authority section remains serious phenomenons, such as function dislocation, confused management, service conception deficiency and personnel unnecessarily, this cannot be overlooked along with government and society changing. This article suggests government should changing from e-government to intellectual management, using the big data and internet as tools to build a more powerful evaluating system and an innovative and wise government. |
