| 摘 要： | 清乾隆元年（1736年）归化城土默特地区开始出现常设性慈善机构。这些机构之所以得以发展，究其原因，一是最高统治者为了巩固北疆而大力提倡该地发展慈善机构；二是官吏注重自身垂范的同时，抓住地区特点，制定执行了“发商生息”的经营管理方式，这是该地区慈善机构生存发展的主要原因；三是经济模式的转变为该地慈善机构的发展提供了良好的文化氛围；外国教会的渗透在客观上也发挥了一定的推动作用。

| Abstract: | There were the records of permanent charitable institutions in the city of Guihua and the Tumote area.The following factors caused those institutions to develop according to the author: First,the Emperors greatly developed the charitable institutions so as to consolidate the northern frontier.Second,local officials set good examples,and attached great importance to the regional characteristics,formulating and implementing the management and administration pattern of getting interest by lending money to merchants,which was the principal cause for the charitable institutions to develop.Third,the transformation of economical patterns provided a good cultural atmosphere for the charitable institutions' development in this region.Objectively,the church penetration played a promotive role in it to some extent. |
