| 摘 要： | 信息资源公益性开发利用的重要性、长期性越来越受到我国政府的重视。作者引用霍莱特和拉梅什的公共政策工具分类体系，分析了我国政府在信息资源公益性开发利用方面选择的强制性、自愿性和混合性政策工具以及它们的优缺点，提出了继续坚持强制性工具为主、自愿性和混合性工具作为必要的有益的补充等四点建议。
