| 摘 要： | 针对行政伦理建设失范的现状,提出应该在狠抓制度建设的同时深化非制度化建设,加强行政人员的伦理建设,提高我国政府机构行政效率,从而防止行政腐败等不良现象的出现和恶化,为建构和谐社会提供价值导向和理论支撑。

| Abstract: | With the loss of adminstrative ethics norm,we should pay close attention on the institution construction and non-institution construction in administrative efficiency.Strengthen the administrative staffs'ethics building,improving the administrative efficiency.In this way preventing the administrative corruption and so on and supplying the value and theory for the harmonious society. |
