| 摘 要： | 科层制是在传统的以工业革命为背景的条件下产生的公共行政组织模式。随着信息化、经济全球化时代的到来,其自身的缺陷日渐暴露,人们迫切需要建立与现代社会相适应的公共行政组织模式。在我国特殊的国情下,为了构建现代化的行政组织体制,推动我国行政组织体制改革的理性化,我们应进一步完善科层制,使其理性和效率发挥到最大化,同时又要超越科层制,发展服务型政府,以渐进的方式顺利实现行政组织体制的发展。

| Abstract: | The bureaucracy is the public administration organization pattern which was produced under the background of tradition Industrial Revolution. With the informationization, the economic globalization time＇ s arrival, its own flaw exposes day after day, therefore, the people urge to establish the public administration organization pattern which adapts to the modem society. Under the special national condition of our country, to construct the modernized administrative organization system, and to promote our country administration organization organizational reform, we should further consummate the bureaucracy, cause its rationality and the efficiency displays to the maximization. Simuhaneously, we must surmount the bureaucracy and the development service government, and develop the administrative organization system gradually. |
